DEFRA has recently and quietly updated the statutory guidance for local authorities on dog breeding licensing, effective from 1st April 2025.
While licensing guidelines should theoretically be clear as daylight, a quick glance at Facebook breeder groups suggests they’ve been misinterpreted more frequently than ancient texts rediscovered centuries later.
This not so amusing confusion likely arises from two main factors. First, most breeders haven’t read the document. Secondly, enforcement has historically been patchy. However, times are changing, and local authorities are finally stepping up their game, thanks to some gentle nudging from DEFRA.
The most notable shift is that local authorities are actively training their licensing officers in line with DEFRA’s recommendations.
Here’s a quick refresher, inspectors must either:
- Hold a formal qualification appropriate for the role, such as a Level 3 certificate (or equivalent) granted by a body recognised and regulated by the Office of Qualifications and Examinations Regulation (Ofqual). Their certificate must apply to that particular type of activity to count as qualified. The training must cover the application of the licensing conditions for all licensable activities and must contain a practical element.
- Have a formal veterinary qualification recognised by the Royal College of Veterinary Surgeons (RCVS), together with a relevant RCVS continuing professional development record
What are the updates?
DEFRA’s 1st April 2025 update is like a good TV reboot, mostly familiar but with clearer storylines and better special effects. It introduces precise and stricter guidelines to maintain high standards of animal welfare, including:
- Clearer Risk Management Scoring for Local Authorities
- Clarity on Procedures and Protocols
- Changes to Environment Requirements.
- Stricter Animal Welfare Checks.
- Increase of Detailed Evidence and Documentation Upon Inspections.
